A Type 3.1 certificate reports specific inspection results from your lot, signed by a mill representative independent of production. A Type 3.2 reports the same results countersigned by an independent third party — it buys a signature, not extra testing, and it adds cost and schedule. Choose it only where the project specification requires it.
